In a u-turn, US has changed its policy towards India. All of a sudden US has become friendly with India, presumably due to consensus of both the countries on a number of issues, especially eradicating fundamentalist Muslims from Pakistan and Afghanistan. In a joint effort, an attempt has been made to curtail nuclear capabilities of Pakistan so that due to lack of balance of power, Islamabad dare not raise its head. Likewise, billions of dollars are being spent to change Afghan and Pakistani culture and traditions with Indian culture and American values.
CIA is most active in a number of Indian states, especially in and around locations of Indian nuclear facilities. Repeated warnings are being issued to Indians regarding possible attacks on Indian defence and nuclear installations. In the latest self-engineered intelligence input, America’s Federal Bureau of Investigation (FBI) has informed Indian authorities that Afghan looking suicide bombers, trained by Pakistan have entered India and are positioned in New Delhi, Kolkata, Mumbai and a couple of cities in Gujarat to carry out attacks on sensitive installations which may include Bhabha Atomic Research Centre (BARC). India is also being cautioned that where Pakistan is attempting to attack its nuclear facilities, it is also modifying its nuclear arsenal to crush India. In the same context, reports were published in international and local media which reflected that Pakistan had both quantitatively and qualitatively improved its nuclear arsenal and delivery systems by modifying US aircraft and missiles intended for a purpose other than striking land based targets inside India. Without having a word of acceptance or rejection by Islamabad, a lot of propaganda is being carried out that the latest modifying is in violation of an end-user agreement. In fact Indian strategist had calculated that Pakistani capability enables her only to strike along the India’s west coast but if the reports of modifying nuclear arsenal are correct, then India’s existing war preparedness as well as strategic and tactical defenses would be inadequate to absorb the Pakistani punch.
There is no doubt that US has plans to spread the arms race beyond India and Pakistan to the other countries of South Asia. India is making too much hue and cry that it is now being threatened by Pakistan’s superior capabilities and must therefore conduct more tests to ensure the credibility of its own nuclear deterrent. Quoted by a reliable source, certain unpublished and unconfirmed reports from the International Atomic Energy Agency (IAEA) indicated that India was caught modifying its nuclear arsenal and delivery systems and in order to save its skin from the international isolation for violating nuclear club rules and end-use agreements, it blamed Pakistan for the same offence. One fails to understand that when Pakistan believes in ‘No-first use doctrine’ how India is threatened from Pakistan. The former Indian top DRDO scientist K Santhanam not only called the tests a failure but charged the then National Security Adviser Brajesh Mishra with asking for a vote on the results. Other Indian nuclear scientists are also asking for a peer review.
Former Atomic Energy Commission chairman P K Iyengar on Sept 2, 2009 asserted that India would need to conduct nuclear test again. If India can make such an announcement, after a lap of over ten years, why can’t Pakistan. India’s sole aim in carrying out additional nuclear test is to come at par with Chinese power in which it has backing of US, Britain and other western countries. However, international community cannot do away with Pakistan like this and disturb the balance of power between India and Pakistan.
It is a reality that Pakistan fears an Israeli or US attack through India and also sees the Indo-US-Israeli nexus in the field of nuclear development with concern. Pakistan Army is in a state of very high morale after operations against insurgents in NWFP and its every soldier is charged to look for an opportunity to strike with full force in case an aggression by India takes place. Pakistan’s defensive capabilities are such that it would be extremely difficult for India to attempt a repeat of 1965, 1971 and 1981. However, the latest development from the Indian side to disturb the balance of power is seen with concern by many. Pakistan has to adjust to the changing environment and unless it comes at par with Indian latest enhancements, there would be no match between the two countries in the years to come. It is generally believed that Indo-US nuclear cooperation is in favour of India but it is other way round. US could not find resources to monitor Indian nuclear and missile programmes but in the garb of cooperation Washington has got a golden opportunity to send its watch dog tanticles inside India. Interestingly, US firms are also openly recruiting Indian youth to collect information from various nuclear power installations.

In the same regard, US successfully got the G8 to endorse a ban on enrichment and reprocessing equipment to India. One wonders, what kind of Indo-US nuclear agreement is this in which hands of India have been tied. There is no doubt, that US is slowly and gradually curbing Indian nuclear weapons programme. India has in fact done a blunder by concluding Indo-US nuclear agreement as it has not only compromised its sovereignty but has lost its credibility in the eyes of country like Russia, France and Germany.
