Risks of Proliferation and Indian Nukes

On 25th November 2009 an extremely crazy and dangerous incident took place at the Kaiga Nuclear Power Station at Karnataka’s Uttara Kannada District, in India. It clearly pointed to a grave Indian security lapse regarding the safe custody of nuclear material. As per details, a cooler of drinking water was found contaminated with Tritium, which is a radioactive isotope of Hydrogen. Tritium is used in preparation of nuclear weapons and can cause damage to human body cells on consumption. Reportedly over 50 employees were hospitalized due to consumption of contaminated water. Since two of the contaminated employees were seriously affected, therefore they are still hospitalized. Indian authorities and media are focusing on a possible act of sabotage by an insider who was supposedly able to steal a vile of Tritium and mix it with drinking water at the installation. Such a possibility cannot be ruled out as Indian workers in different organizations and service institutions are badly maltreated as part of Indian culture and social order where the elite class is considered the most privileged while the workers are treated with contempt and disdain. An inner conflict and self injury might have led an insider employee to undertake such a criminal act but there is likely to be a more sinister design behind this apparent local incident. However, Indian spin masters are not likely to let the incident pass without using it as an effective item of propaganda against their arch rival Pakistan.

The incident of mixing Tritium in a water cooler used for drinking purposes appears to be a pre-test conducted by Indian intelligence agency RAW to see the impact of Tritium of a given yield on human beings after its consumption mixed in drinking water. Since Indian intelligence agencies ruthlessly pursue their goals and in order to achieve their objectives they even do not spare their own countrymen therefore it would not be wrong to construe that Indians might have used their own nationals as unwitting / uninformed subjects of their experiment to find out the exact impact of Tritium consumption on human body. Later on, they may use it for political purposes and issue the same to Taliban leadership for use against Pakistani nationals and NATO troops in Afghanistan, as the rumor of poisoning drinking water by the Taliban in Pakistan was spread in the recent past. It is very easy for Indian propagandists to stage manage dramas and blame Pakistan for having issued leaked nuclear material like Tritium to Taliban to target NATO and US troops in Afghanistan.

Recently a similar case of Uranium theft has also been reported in Panvel, India where three persons were arrested on charges of possessing a chemical looking substance which was suspected to be Uranium thus sending alarming signals in the region and the world at large. The arrests were made on 7th December 2009 and five kilogram Uranium was recovered / seized from Premsingh Savital, Srinivas Venkateshan and Tulsidas Bhansale. The arrested persons were booked under Section-24 A of Indian Criminal law and reprimanded in Police custody till 17th December 2009. The recovered material was sent to Bhaba Research Centre to confirm the contents of the material. Bhaba Research Centre confirmed that the material in question was depleted Uranium. Some analysts contacted Indian top officials who explained that this material was not weapon grade and that it was used in radiographic cameras and clinical radiology equipment such as shielding material.

The Uranium theft incident came to lime light as it was tipped off about nuke fuel being smuggled into the city and security agencies were working on the lead for quite some time, before they carried out the actual arrests. How much actual Uranium has been smuggled into unauthorized hands is any body’s guess? The fact of the matter is that Indian nuclear security system has bugs of slackness which has made it more prone to accidents, theft and nuclear proliferation. The world especially United Nations’ concerned agencies like IAEA must take note of such incident taking place in India which has been allowed by Nuclear Supplier Group to import nuclear material to enlarge her nuclear facility. India on the other hand is playing elusive tricks and malicious games to attain her hegemonic designs in South Asia. There is a need to check Indian ambitions in the region forcing her to stop playing dangerous games and realize her responsibilities as a nuclear power. Otherwise South Asia may experience some very traumatic episodes having far reaching consequences.

Unfortunately Indian extremist groups are too rigid to realize the norms of civilized world. They are power hungry and can go to any extent to achieve their political goals. Moreover a number of freedom movements are a constant source of trouble in India. Similarly Hindu extremists running their own bomb factories may try to grab Indian nukes and the related nuclear material. Risks related to India nuclear proliferation are many while their security arrangements are far from satisfactory. The world must take note of it before it is too late.
